Who conducts online counselling for 50% All India Quota PG seats?
Directorate General of Health Services (DGHS), Government of India, through the Medical Counseling Committee (MCC).
Does MCC also conduct counselling for Deemed Universities?
Yes. As per Hon’ble Supreme Court orders, MCC conducts counselling for 100% PG seats of Deemed Universities.
How many rounds of AIQ counselling are conducted?
Four rounds: Round 1, Round 2, Round 3, and Stray Vacancy Round.
Can a candidate upgrade from second round to third round?
Yes. Candidates are now allowed to upgrade from second round to third round (mop-up round).
If I join in the third round, can I resign or participate in further rounds?
No. If you join in the third round, you cannot resign from the third round and will not be allowed to participate in any further rounds of counselling.
What is the reservation policy for All India Quota?
SC: 15%, ST: 7.5%, OBC-NCL (as per Central OBC list): 27%, EWS: 10%, PwD: 5% (horizontal reservation as per NMC norms).
What is the PwD reservation percentage in AIQ?
5% horizontal reservation, covering 21 benchmark disabilities under RPwD Act 2016 as per NMC norms.
Where must I get my PwD disability certificate from?
Only from designated disability centres as per the list in Annexure-2. Certificates from any other hospital/board will not be accepted.
What is the conversion algorithm for unfilled reserved seats during third round?
ST(PwD) → ST, SC(PwD) → SC, UR(PwD) → UR, OBC(PwD) → OBC, ST → SC, SC → UR, EWS → UR.
How many rounds of counselling are conducted for Deemed Universities?
Four rounds: Round 1, Round 2, Round 3, and Stray Vacancy Round, all conducted by MCC.
What is the NRI quota percentage in Deemed University PG seats?
15% of PG seats in Deemed Universities are to be allotted to NRI candidates as per Hon’ble Supreme Court order dated 22.08.2017.
What documents are required for NRI category?
NEET admit card & score card, proof of NRI status (passport/visa/residence permit/OCI/PIO card/NRI certificate from Embassy), relationship certificate via family tree from Revenue Authority, notarized affidavit from NRI relative sponsoring fees and living expenses supported by NRE bank account passbook, 10th & 12th mark sheets, birth certificate, passport (optional).

What is the priority order for allotment of NRI seats?
Priority 1: NRI candidates and children of NRIs. Priority 2: First-degree relatives (real uncle/aunt, maternal uncle/aunt, grandparents, maternal grandparents) and second-degree relatives (first-degree cousins).
Can a candidate claim NRI quota and also any other quota (e.g., minority quota)?
No. Candidates claiming reservation under NRI Quota cannot claim reservation under any other quota like Jain Minority, Muslim Minority, etc.
Are OCI cardholders eligible for UR (General) category seats?
Yes. As per Hon’ble Supreme Court order dated 03.02.2023, OCI cardholders (including those who secured OCI after 04.03.2021) are treated at par with Indian citizens and eligible for UR category seats as well as NRI seats.
Are OCI cardholders eligible for SC/ST/OBC/EWS reservation?
No. They are eligible only for UR (General) category seats and NRI seats.
What is the security deposit forfeiture condition?
Security deposit is forfeited if a candidate is allotted a seat in second round or subsequent rounds but does not join, or surrenders the seat, or if admission is cancelled due to wrong information or failure to produce required documents.
When will the security deposit be refunded?
Refund process commences only after completion of all rounds of counselling. Deposit of candidates who join allotted seats will be refunded to the same account from which payment was made.
Can I register for MCC counselling through any mode other than online?
No. Registration is only online through www.mcc.nic.in. Any other mode is summarily rejected.
Can I submit more than one application/registration form for MCC counselling?
No. Multiple applications lead to debarment from counselling and cancellation of candidature.
What mobile number and email should I use for MCC registration?
Use the same mobile number and email ID used during NBEMS registration for NEET-PG. OTPs will be sent only to that registered number and email. International number holders must provide an alternate Indian number.
What are the three types of vacancies shown during Round 2?
Clear-cut vacancies (not allotted in Round 1), Virtual vacancies (seats where Round 1 allottee opted for upgradation), and seats that will be allotted if the Round 1 allottee vacates/upgrades.
How many rounds of counselling are there for AFMS Priority III, IV & V candidates?
MCC conducts counselling for Priority III, IV & V candidates into AFMS PG Teaching Institutes. Priority V (civilian) candidates are provisionally allotted as per merit cum choice; medical examination is conducted at the allotted institute.
Where can I get detailed AFMS admission information?

What is the domicile requirement for AIQ seats?
AIQ is domicile-free. Candidates from any state, including Union Territory of J&K, are eligible.
What is the eligibility for AIQ counselling?
Candidate should have qualified NEET-PG. Cut-off rank will be available on MCC website.
Will MCC be individually contacting candidates for updates?
No. Candidates must regularly check the MCC website (www.mcc.nic.in) for schedules, notices, results, and updates.
Can I change my filled choices after locking?
No. Choices once locked cannot be modified. No request for change/alteration will be entertained.
What is the jurisdiction for court cases related to MCC counselling?
Delhi jurisdictions only.
Does MCC verify the fee structure or bond conditions of colleges?
No. MCC takes no responsibility for fee structure, bond, stipend, or other conditions. Candidates must confirm directly with the college before filling choices.
What happens if my admission/resignation is not generated through online mode?
Only admission/resignation generated through online intra-mcc portal by college authorities will be accepted. Any other letter is not accepted.
How many rounds of counselling are conducted for 50% AIQ seats of Central Universities?
Four rounds: Round 1, Round 2, Round 3, and Stray Vacancy Round, conducted by MCC of DGHS.
Is 50% AIQ counselling domicile-free?
Yes, 50% AIQ counselling is domicile-free.
Who determines eligibility conditions for internal quota of Central Universities/Institutes?
The respective colleges/institutes determine their own eligibility conditions. MCC has no role in this.
What happens if I provide incorrect information regarding eligibility for internal quota?
Your candidature will be cancelled for further rounds and security deposit will be forfeited.
What is the PwD reservation percentage in Central Universities?
5% horizontal reservation covering 21 benchmark disabilities under RPwD Act 2016 as per NMC norms.

What is the internship completion date for Delhi University internal quota for this academic year?
31st July, 2026 as approved by NMC.
What is the internal quota eligibility for AMU PG seats?
Institutional candidate must have passed MBBS from AMU and completed internship as per AMU authorities. There is no reservation for internal seats of AMU.
What is the internal quota eligibility for BHU PG seats?
Candidate must have passed MBBS from Institute of Medical Sciences, BHU and qualified NEET-PG. For internal seats, MCC applies the roster.
What is the internal quota eligibility for Central Institutes under IP University (VMMC & SJH, ABVIMS & RML, ESIC-Basaidarapur)?
Candidate must have completed MBBS from IP University colleges including VMMC & SJH, ABVIMS & RML, Dr. Baba Saheb Ambedkar Medical College, Army College of Medical Sciences, or North Delhi Municipal College (Hindu Rao Hospital).
Does MCC conduct counselling for DNB courses?
Yes, MCC conducts counselling for DNB courses which are domicile-free and All India in character. In-service seats of DNB are not conducted by MCC.
How many rounds of counselling for DNB?
Four rounds: Round 1, Round 2, Round 3, and Stray Vacancy Round conducted by MCC.

Is there reservation in Private DNB Colleges?
No, there is no reservation in Private DNB Colleges/Institutes.
What is the reservation policy for Government DNB institutes?

Who collects admission fee for DNB after allotment?
NBE authorities collect admission fee. MCC has no role in refund requests.
What email and mobile number should I use for MCC counselling registration?
The same email ID and mobile number used in NBE application form. They will be pre-populated. MCC will not entertain any request for change.
Can I register for counselling after the registration window closes?
No. Under no circumstances will registration be entertained after closing of registration for any round.
Is it mandatory to carry original documents during physical reporting to college?
Yes, it is mandatory to carry original documents for confirmation/joining of seat.
What happens in Round 1 of counselling?
Main registration with payment, choice filling and locking, seat allotment, result publication, physical reporting. Allotted candidates can opt for free exit or willingness to upgrade to Round 2 after physical reporting.
What happens in Round 2 of counselling?
Candidates not allotted in Round 1 do not need to register again. New/fresh registration for those who did not register in Round 1. Fresh choice filling. Physical reporting. Upgraded candidates must take relieving from Round 1 seat and join Round 2 seat.
Can a candidate who freshly registered in Round 2 and got no seat participate in Round 3?
Yes, directly without fresh registration.
