kindly advise.,Whether a NRI candidate is eligible for admission to government colleges quota against 85% Tamil Nadu state quota (without NRI quota)

Yes you are eligible.. you need to have nativity certificate + some more certificates of parent to substantiate the nativity… we will be releasing “tamilnadu state counselling procedure” video soon in mbbscouncil app where you can find more details.
