NEET 2025 All India Quota Counselling for Government Colleges

MBBS Admission Counselling for All India Quota is conducted by Medical Counselling Committee which comes under the Directorate General of Health Services, Ministry of Health and Family Welfare, Government of India.

15% of MBBS seats in all government colleges run by state or central government comes under All India Quota.

All India Counselling Procedure

To get MBBS seat under 15% All India Quota, candidates should register and select their choices of the medical college. They need to go through 5 step counselling process listed below.

1. Online Registration
2. Payment of Registration Fees and Security Deposit
3. Selection of Choices of Medical Colleges & Locking of Choices
4. Seat Allotment Process and Result Publication – by MCC
5. Reporting at the Medical College Allotted or Opting out of Allotment

There will be two rounds of counselling conducted by MCC. Steps 3,4 and 5 are repeated for the second round of counselling. If seat is not allotted during the second round counselling, security deposit amount will be refunded.

Eligibility for AIQ Counselling

All students who have qualified in NEET UG exam conducted by the National Testing Ageny (NTA) are eligible to apply for All India Quota Medical Counselling. NEET 2024 qualifying score for unreserved category was 162. For OBC/SC/ST candidates, it was 127.

All Eligible candidates should download the NEET Rank letter from the official NTA website. NEET Rank letter contains NEET score, All India Rank, Category Rank. Even though all qualified students are eligible, students with All India Rank less than the total number of All India Quota seats have good chance to get MBBS seat.

Students of Andhra Pradesh, Telangana and Jammu Kashmir were not eligible to participate for All India Quota Counselling few years back. For 2020, students from all states and union territory are eligible.

Registration Fees & Security Deposit

For Unreserved candidates, non refundable registration fees of Rs 1000 should be paid to participate in the All India Counselling. For SC/ ST/ OBC/ PH candidates, registration fees is Rs 500.

Apart from the registration fees, candidates should pay refundable security amount. This security amount will be adjusted against the college tuition fees if candidate is allotted seat. If seat is not allotted, this security amount is refunded by Medical Counselling Committee to the candidate bank account.

For Unreserved candidates, the refundable security amount is Rs.10,000. For SC/ST/OBC/PH, it is Rs 5000. For example any OBC/SC/ST/PH candidate will pay Rs 5000 + Rs 500 = Rs. 5,500 at the time of registration.

MBBS Seat Reservation

10% of MBBS seats will be reserved for GEN- EWS (General Economically Weaker Section) category students. General category(Unreserved) candidates whose family gross annual income is below Rs 8 Lakhs can claim EWS Reservation Category.

15% MBBS seats are reserved for SC (Scheduled Caste) students.

7.5% MBBS seats are reserved for ST (Scheduled Tribe) students.

27% of MBBS Seats are reserved for OBC (Other Backward Class)

5% of MBBS seats are reserved for PH (Persons with Disability) candidates. PH reservation is horizontal reservation which means, 5% of seats in all reservation categories such as GN, EWS, SC, ST are reserved for candidates with disability from that reservation category.

There is no reservations for EWS, OBC, SC and ST Aligarh Muslim University and NE India Gandhi RIMS Shillong.

MBBS Seat Matrix for All India Quota

NEET 2025 will be the only entrance exam for all medical colleges in India including AIIMS and JIPMER. There are 2207 MBBS seats in AIIMS (All India Institute of Medical Sciences). There is no state quota in AIIMS like IIT as it is run by central government.

Out of these 2207 seats, 857 MBBS seats are available for unreserved category students, 563 are reserved for OBC, 313 for SC and 157 for ST category candidates.

In case of JIPMER (Jawaharlal Institute of Post-Graduate Medical Education and Research) , there are 200 MBBS seats, 150 seats at the Puducherry campus and 50 seats are available at the Karaikal campus.

JIPMER has state quota reservation of 27% for Puducherry candidates under GN/OBC/SC/ST categories. The total number of MBBS seats available under All India Quota is 134.

According to last year All India Quota seat matrix released by Medical Counselling Committee, counselling was conducted for 7918 MBBS seats.

Out of these seats, 3053 was allotted for General category students, 752 for EWS, 1127 MBBS seats were available for SC category students, 564 MBBS seats for ST students and for OBC 2029 seats were alloted.

A total of 393 MBBS seats were allotted to Physically handicapped candidates of GN/OBC/SC/ST reservation category.

Documents Required for Counselling

As the counselling process is conducted online, all original documents along with attested photocopies are only required at the time of joining the allotted Medical College .

1. Admit Cards issued by NTA
2. NEET Rank letter issued by NTA
3. Date of Birth Certificate (if HSC +2 Certificate does have date of birth mentioned)
4. Class 10th Certificate
5. Class 12th Certificate
6. Class 12 Mark Sheet
7. Eight Passport size Photos (should be same photograph affixed on NEET and Counselling application form)
8. Provisional allotment letter – Downloaded from the MCC website
9. Proof of identity (Aadhar/ Passport/ Driving License)
10. EWS/OBC/SC/ST/Disability Certificate issued by competent authority in standard format as mentioned in the prospectus.

Last Year NEET 2024 Cut off

• For General Category, the last rank of student who got seat in Unreserved category is 22995 with NEET score of 655 marks.
• For EWS Category, 2024 NEET score cut off was 650 and last AIR was 26720.
• For OBC Category, the cut off All India Rank was 23358 and the corresponding NEET score was 655.
• For SC Category the NEET score cut off was 560 and the corresponding AIR was 125103.
• For ST category, NEET AIR cut off was 155826 and the corresponding score was 536.
