Hello . In first round I have got a seat . I really dont want to go to that college . So now if i opt option 3 and drop the seat and proceed to round 2 , now what if I do not get a seat in round 2 . Will my security deposit be refunded. And  If I forfit after round 2 , will I be able to attend state councelling.

If you do not get seat in round-2, your security deposit will be refunded..
If you do paid exit in round-2, you will be allowed to participate in state counselling.
