⚠️ Important Domicile Mandate:
All State Domicile NEET UG qualified candidates are eligible for State Quota Seats. To claim reservation under any category (ST/SC/EWS) or sub-category (ES/PC/GC/SGS), the candidate must be a native of Odisha and must produce an online ‘RESIDENT/NATIVITY CERTIFICATE’ from the appropriate State authority.

Eligibility Factor Official Stipulations & Benchmarks
Age Limit Must be at least 17 years of age as on 31.12.2025. There is no upper age limit.
Nativity Status Permanent natives of Odisha OR children of All India Civil Service officers serving in the Odisha cadre.
Academic Passing Marks (+2 Science) Must pass Physics, Chemistry, Biology/Biotechnology, and English individually. Aggregate minimum marks in PCB taken together must be:

  • General Category (GE): 50% marks
  • SC / ST / PwD Candidates: 40% marks
NEET UG Qualifying Percentile General (GE) & GE-EWS: 50th Percentile
Physically Challenged (PC-GE / EWS-PC): 45th Percentile
SC / ST / SC-PC / ST-PC: 40th Percentile

State Reservation Category Details

Odisha distributes state quota allocations using a mix of vertical and horizontal metrics:

GC Children of Green Card Holders (Parent’s original card from Govt of Odisha. Name and DOB must match HSC certificate exactly without anomalies). 5%
PC Physically Challenged / PwD (Requires reporting to the official Medical Board designated by NMC/MCC). 5% (Of each individual category)
ES Ex-Serviceman (Must apply via Rajya Sainik Board, Bhubaneswar. Parents currently serving in defense are not eligible). 3%
EWS Economically Weaker Section (Requires Income & Asset certificate from Tahsildar for the specified financial year). 10% (Applicable on capacity expansion)
Important Sub-Category Rules:
OBC Candidates Notice: Since there is no distinct OBC reservation category in the State of Odisha, OBC candidates will be evaluated within the General (GE) category, with the minimum qualifying criteria set at the 40th percentile in NEET UG.
Seat Interchanging: ST and SC seats are strictly non-interchangeable. Unfilled reservation seats roll over into unreserved (UR) allotments.

Non-Resident Indian (NRI / OCI) Rules

Both State and Outside State NEET qualified NRI candidates can participate across institutional NRI quotas. To establish validation, the following structures apply:

  • Documentary Proof: Sponsoring individual’s Passport and Visa along with an official authentication Certificate issued directly by the concerned Indian Diplomatic Mission/Consulate in their country of residence.
  • Financial Affidavit: A duly notarized affidavit executed by the sponsorer declaring commitment to manage the entire multi-year institutional course fee. Foreign affidavits must carry an official endorsement by the Embassy of India.
  • Seat Filling Hierarchy: All institutional NRI seats are filled strictly in the following order: (1) Eligible NRI candidates of Odisha state domicile, (2) Eligible NRI candidates originating from outside states, (3) Eligible UR candidates of the state if seats remain open.

Online Registration & Application Steps

PORTAL STEP 1

Initial Registration Initiation
Access [https://ojee.nic.in](https://ojee.nic.in), click on the “Counselling for MBBS and BDS Courses” link, and select “New Candidate Registration”. Read instructions thoroughly and select “I Agree” to open the schema page.

PORTAL STEP 2

Identity Authentication & Profile Setup
Enter authentication markers: NEET UG Application Number, Candidate Name, Date of Birth (DOB), Gender, and the on-screen Security Pin. Click Submit to auto-verify against validation databases. Provide your unique mobile number, active email address, and define a secure password.

PORTAL STEP 3

Completing the Available Services Checklist
Re-login using your application number and password to complete the following sequential workflow blocks found under the “Available Services” panel on the left side of the screen:

• View Registration Form
• Application Form (Select Domicile, Categories, Sub-categories, and enter NEET Marks)
• Qualification Details (Class 10th and 12th board markers, rolls, and full score breakdowns)
• Contact Detail (Correspondence and Permanent address strings)
• Upload Documents/Images
• Preview & Final Submit

PORTAL STEP 4

Clearing the Non-Refundable Processing Fee
Upon checking all form entries, select the final payment terminal to pay the non-refundable registration fee of ₹1,000/- through any integrated online gateway options. Registration is incomplete until payment confirms.

PORTAL STEP 5

Online Evaluation & Query Compliance
Verifying officers evaluate your file entries and uploaded documents remotely. If discrepancies arise, officers raise an interactive portal query. Candidates must monitor their email and log-in pages daily; queries must be successfully resolved within 24 hours, or registration will be canceled, and the candidate will be excluded from the State Merit List.

All digital uploads must be scanned from original documents, must be completely legible, and file names must not contain special characters. The portal supports file fetching via DigiLocker alongside conventional manual uploads:

Portal Security Instructions: Confidentiality of credentials rests entirely with the candidate. Do not share temporary passwords or OTP verification arrays with third-party agents. Always clear your session history by clicking the official LOGOUT button and closing corresponding windows upon finishing portal actions. Providing false or concealed information will result in immediate registration rejection and cancellation of subsequent admission claims.
