During 1st round of counselling if I am not satisfied with the allotted college and move to 2nd round where I get alloted to a college which is not better than the 1st round college, can I choose 1st round college itself?.

Short answer is NO.
Long answer: Tamilnadu counselling happens offline. only the registration process is online.. so when you select the seat, you would pay the tuition fees and you can specify that you will be on waiting list for better college. in that case you will be allowed in the 2nd round and after you choose the college in the counselling venue,,, you seat will be allotted in the next counselling slot to someone else..
