Compulsory Rural Service For Medical Graduates

Compulsory service training is mandatory for candidates, after completing Medical Courses before award of degrees or postgraduate degrees or diplomas.

What is Compulsory Rural Service?

In India, after completing the Medical studies at government medical colleges, medical students should serve in rural areas for a year or particular period required by the state government which runs the government medical college.

Lets say, a candidate from Rajasthan gets All India Quota MBBS Seat in Koppal Medical college, then he need to serve 1 year compulsorily in Karnataka Government hospitals or Health centers, after completing his/her MBBS degree

Post MBBS Compulsory Service

Every candidate after successful completion of MBBS degree and after completion of one year internship course shall undergo one year compulsory rural service training in Government Primary Health Centers or Government Hospitals in rural areas allotted on the basis of merit through process of counselling in such manner as may be prescribed. During such service he shall be called as Junior Resident trainee

Every candidate who undergoes compulsory rural service training of one year shall be paid such a stipend equal to hundred rupees less than the minimum gross salary of General duty medical doctors in Health and Family Welfare Services.

Candidates will be given a temporary registration during till he undergo the said training independently treat patients and prescribe medicine during the training period.

Why Rural Service is important:

Rural services for medical students is one of the important process to get practice and handle patients in various kind and heath issues. Not only for students and also for rural area people can get their medical care, this is the reason State or Central Govt have rules for compulsory Rural services.

All State Govt has same rules:

Most of the state govt has same kind of rural services bond but it may have some different on penalty or punishment on discontinue rural service. Some Central and State Govt Colleges or Universities has separate kind of rural bond or service bond with their own rules based on Govt or semi Govt sectors.

For an Example Army Medical colleges have different service bond than State Govt colleges. AFMC Pune has service bond for 7 years. If candidates fail to serve, they should pay penalty of Rs 61 lakhs.

Penalty amount for Rural services:

The Medical students who refuse to serve in rural should pay the penalty amount to the respective state government medical authority. Not all state has same kind of penalty amount. It varies from state to state. Approximately, it is between 10 lakhs and 50 lakhs.

Payment for Rural Services:

The Health and Family Welfare department and Directorate of Medical Education (DME) decide the salary for rural serving students. Each state and Medical commission has different kind of payment schedule for  the rural service candidates. It will be on par with the junior resident doctor working in government services. In most states, it is approximately, Rs 40000/month.

Exemption for Rural Services:

Sometime if the students who willing to do their Post Graduate consecutively right after completing MBBS should inform the particular Medical University or Medical Committee. After their PG completion they will be allowed to complete their rural service obligation. But its depends on the state government authority.

For Example Karnataka MBBS Students who got the chance to study PG after MBBS Completion, can approach the University to transfer or add services into PG services bond.

Post Graduate Compulsory Service

Candidates who has been selected and pursuing any post graduate degree or diploma may undergo one or more years of compulsory service training immediately after completion of PG course.
