West Bengal State Counselling Procedure

The Health and Family Welfare Department, Kolkata, conducts MBBS admission counselling for the West Bengal State Quota. This process covers MBBS seats in both government and private medical colleges across West Bengal. Additionally, 15% of MBBS management quota seats in self-financing colleges are available to students from any state in India.

Counselling Registration:

  • The registration process for West Bengal State Quota Counselling is conducted entirely online, involving several important steps. To begin with, candidates must apply for pre-counselling and complete the online fee payment. In this step, they need to provide details such as the roll number, application number, birth certificate, and security pin code before clicking the submit button. After this, they must enter personal information, including their mobile number, email ID, district name, full postal address, and pin code, and proceed to the next stage by clicking continue. Once these details are confirmed, candidates should carefully review their PCB scores, location, category, and other essential information before making the payment.
  • Following this, document verification is conducted. Subsequently, the list of eligible candidates for Round 1 is published. Next, candidates proceed to register, fill in their choices, and lock them as part of the choice-filling process. Once the seat allotment process is completed, the Round 1 results are published. Finally, candidates must report to their allotted institutions to secure admission. If necessary, this process is repeated for subsequent counselling rounds.

First Round Counselling

  • Candidates who meet the eligibility criteria must follow these steps: Begin with online registration, followed by the start of the UG online application after a few days. Next, complete the application fee payment to generate the acknowledgment slip. After this, document verification will be conducted at the college level, while NRI candidates will undergo verification at Swasthya Bhavan.
  • After completing physical document verification, the process moves to choice filling and locking. Once choices are locked, seat allotment takes place based on the locked preferences. Following college allotment, candidates must undergo document verification at the allotted institution. Only the locked choices for that specific round will be considered for seat allotment.
  • After acknowledgment slips are generated, candidates can check their assigned college, date, and time for physical document verification. They must attend at the specified time with original certificates and self-attested copies at the allotted college or Swasthya Bhavan (for NRI candidates). After successful verification, candidates receive a verified certificate. A provisional list is then published on the counseling website, followed by the final list. Only candidates on the final list can fill choices for that round.
  • If allotted a college, candidates must undergo document verification at the allotted institution. Upon successful verification, they are admitted, and the college provides a computer-generated admission letter. During Round 1 admissions, candidates must indicate if they wish to participate in the next round. Only those who confirm their preference can proceed to Round 2.

Second Round

  • Candidates who were not allotted a seat, did not report for admission, or did not submit their choices in Round 1 are still eligible to participate in Round 2. This allows them another opportunity to secure a seat in the counselling process.

Eligibility for West Bengal Medical Counselling

  • Candidates must pass Physics, Chemistry, Biology, and English individually in their 10+2 examination.
  • They should be at least 17 years old as of December 31, 2024.
  • The required PCB scores are 50% for UR candidates, 45% for PwD in the UR category, and 40% for SC, ST, OBC-A, and OBC-B candidates.

To Claiming the Nativity and Domicile

  • Candidates who select West Bengal as their state of residence while filling out the NEET UG 2025 form and successfully verify their domicile status will be eligible for West Bengal State Quota seats. However, candidates who do not select West Bengal as their permanent residence or whose parents are not domiciled in West Bengal, but are Indian citizens, can only participate in counselling for Private Management Quota seats.

For domicile verification, candidates must provide specific documents based on their eligibility:

Proforma A1 is for candidates who have resided in West Bengal for at least 10 years.

Proforma A2 applies to those who have also completed their 10+2 examination in West Bengal while living there continuously for 10 years.
Proforma B is for candidates whose parents are permanent residents of West Bengal, with a permanent home address in the state and continuous residency for at least the last 10 years.

  • Domicile or local residence certificates can be obtained from the West Bengal e-district portal. If a parent’s e-district domicile certificate or Proforma B is submitted, the candidate must provide any two original identity proofs of the parent, such as a Voter ID card, Aadhaar card or Passport, during document verification. These documents must display a residential address within West Bengal.

Who are authorized to sign the domicile/residential certificate:

Proforma a1 or b must be signed and certified by any of the following competent authorities of State Government or Central Govt. having local jurisdiction of the place of permanent residence of the candidate or the parent as the case may be e.g:-
1. District Magistrate, Additional District Magistrate, Deputy Magistrate, Deputy Collector, Sub Divisional Officer, Block Development Officer.

2. Superintendent of Police, Additional Superintendent of Police, Deputy Superintendent of Police, Sub Divisional Police Officer.

3. Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner and Assistant Commissioner of Police Commissioner.

4. Judicial Magistrate of concerned district / Metropolitan locality or Honorable High Court at Calcutta or Honorable Supreme Court of India.

5. Corporation area: Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner and Assistant Commissioner.

6. Assistant Secretary in Govt of West Bengal or Central Govt.

7 . Deputy Director in Govt of West Bengal or Central Govt.

Certification from any other authority other than those enumerated above will not be accepted. Member of the panchayat system or GTA, Member of the Legislative Assembly, or Member of Parliament is not accepted. Every official certifying the domicile status of the candidate or parent must provide his/her FULL NAME, DESIGNATION, PLACE OF POSTING WITH ADDRESS, LANDLINE, or MOBILE Number.
Domicile/residential certificate issued by the people’s representative like Councillor of Municipality/ Corporation,
Proforma a2 must be signed and certified by the HeadMaster/Principal/Director/ Head of the institution in the State of West Bengal from which the candidates have passed the 10+2 Examination.

    yes. if family income is below 8 lakhs/annum, then you come under ews category till 2021. There is supreme court case going on for deciding the income ceiling limit. After supreme court verdict, we will know the income ceiling limit.
