MBBS Admission Counselling for Tamil Nadu State Quota is conducted by The Selection Committee, Directorate of Medical Education which comes under the State Government of Tamil Nadu. 85% of MBBS seats in all government colleges located in the state of Tamil Nadu are allotted to students who are native to the Tamil Nadu state. Apart from government colleges, management quota seats, as well as NRI Quota seats in private medical colleges, are allotted by Tamil Nadu State Medical Counselling Authority.
Tamil Nadu State Quota Counselling conducted by Directorate of Medical Education includes MBBS Seats in government and private medical colleges located in the state of Tamil Nadu. MBBS Management Quota Seats in self-financing college are open for students from any state of India.
Registration for Tamil Nadu State quota counselling is conducted online. Candidate should fill the following particulars in the online application form:

Candidate should upload scanned images of their latest photograph (10 kb to 50 kb file size) and signature (4 kb to 20 kb file size) in JPEG format only during the application form filling.
After filling the online application, candidates should submit and download their filled in the application form and sent it to Selection Committee @ below address.

For all applied candidates, AR Number (Application Registration Number) will be assigned by the Selection Committee after receiving the filled-in application form.
State Rank List:
After receiving applications, the selection committee will publish the Tamil Nadu State Rank List based on the NEET score. As other state candidates are allowed to participate in Management Quota Seats in self-financing medical colleges, separate rank list will be generated for Management Quota Candidates.
After the publication of state rank, Selection committee will release the counselling schedule for the first phase of counselling. Candidate should come to Omandurar Medical college(venue for in-person counselling) along with one of the Parent/Guardian. Only one person will be allowed in the counselling hall along with the candidate.
First Round of Counselling:
The candidates should appear in person along with original documents and downloaded call letter to the counselling venue as per the counselling schedule released on the website. Candidates who fail to appear for the first phase of counselling will not be allowed to participate in the second round of counselling. Due to unavoidable situation, if a candidate cannot attend the counselling, he/she can authorize a parent to participate in counselling on their behalf by issuing authorisation letter.
The candidates should pay counselling processing fee of the amount of Rs.500/ on the scheduled date of counselling. Students after selecting the college will be given allotment order. If the candidate does not join the allotted college on or before the date mentioned in the allotment order, he/she becomes ineligible to participate in the second round of counselling.
Second Round of Counselling:
Candidates who are wait-listed in first round / looking for re-allotment need not pay processing fee again. Rest of the candidates who participate directly in second round need to pay Rs 500 on the scheduled date of IInd round counselling. Even though all candidates are called in for second counselling, students who are satisfied with the allotment in the first round can choose not to participate in the second round of counselling. If the candidate does not participate in second round counselling, he/she becomes ineligible to participate in further rounds of counselling.
Any unfilled seats of All India Quota Counselling after the second round will be added to the state Quota seats during the second round counselling.
Mop-Up Round Counselling:
Candidates who have joined during the first or second round but willing for re-allotment and wait-listed students from the first and second phase of counselling are eligible to participate in the mop-up counselling. If Candidates who are allotted seats during the mop-up counselling fails to join the respective medical college before the specified date, he/she needs to pay the penalty of up to Rs 10,00,000 as they will be considered as a discontinued student.
Following three medical colleges are considered as Government Aided Medical Colleges.
Rajah Muthiah Medical College, Annamalai University, Chidambaram.
I.R.T Medical College, Perundurai, Erode.
ESIC Medical College and PGIMSR, K.K.Nagar, Chennai.
(i) When seats are available in Govt Colleges, if the candidate chooses seats in Govt Aided Colleges or Govt Quota Seats in Self-financing Colleges, then he/she cannot claim the seat in Govt Colleges in subsequent phases of counselling.
(ii) When seats are available in Government colleges and Government Aided Colleges, if the candidate opts for Govt Quota Seats in Self-financing medical college, he/she cannot claim the seats in govt college or government-aided college if seats are available in the subsequent phases of counselling.
Tuition Fees Payment:
All allotted Candidates should pay tuition fees by means of Demand Draft drawn in favour of “The Secretary, Selection Committee, Directorate of Medical Education, Kilpauk, Chennai-10” payable at Chennai before receiving the allotment order. The tuition fees for various reservation categories are given below.
Govt College – OC / BC / BCM / MBC – Rs 13610
Govt College – SC / SCA / ST / PH – Rs 9610
Govt Quota in Private College – OC / BC / BCM / MBC – Rs 25000
Govt Quota in Private College – SC/ SCA / ST (income > Rs 2.5 Lakhs/Year) – Rs 25000
Govt Quota in Private College – SC/ SCA / ST (income < Rs 2.5 Lakhs/Year) – Rs 500
Mgmt/Minority Quota in Private College – All – Rs 1,00,000
NRI Quota in Private College – All – Rs 5,00,000
After completion, of course, the candidate should serve in rural areas as mentioned by the State Government of Tamil Nadu for the period of not less than five years. If candidates fail to comply, they have to pay a penalty of Rs 5 lakhs. The above clause will be mentioned in the bond which needs to be signed by the candidate before getting the admission.
Eligibility to Participating the Tamil Nadu State Medical Counselling
Candidates should complete the age of 17 years on or before 31st December of that year.
Citizens of India are eligible to apply for Management Quota as well as NRI Quota seats in Private Medical Colleges.
Overseas Citizens of India (OCI) candidates are eligible to apply but they will be considered as Open category as they cannot claim any kind of reservation.
Non-Resident of India (N.R.I) and Persons of Indian Origin (P.I.O) are also eligible for admission in Self-financing Medical Colleges.
Candidate should secure 50th percentile in National Eligibility Cum Entrance Test during the academic year. For OBC/SC/ST – 40% and for PH-45%
The candidates who claim Linguistic/Religious Minority seats(Malayalam or Telugu) should produce the Study Certificate issued by the Last studied Institution or certificate issued by the revenue authority.
Candidates currently studying MBBS course in India/Abroad are not eligible to apply for counselling once again. If the candidate is studying BDS and want to join MBBS, it is allowed.
To Claiming the Nativity & Domicile
Candidate should be native of Tamil Nadu to be eligible for Government Quota seats in Government Colleges as well as Government quota seats in Private Colleges.
Candidates who studied Standard VI to Standard XII in schools of Tamil Nadu and belong to Tamil Nadu need not submit “Nativity Certificate” but they have to submit birth certificate of the parent, ration card, and SSLC/HSC/Degree certificate. If the parent is not literate, then-No Graduation Certificate for parents should be obtained from the Revenue Authority to prove the nativity.
Candidates who apply for a communal reservation should submit true copies of community certificate of Parent to claim the reservation. If community certificate is not submitted, he/she will be considered only for the Open Category.
Other State candidates who have studied from Standard VI to XII in Tamil Nadu will be considered under Open Category.
Candidates who belong to Tamil Nadu, but studied outside Tamil Nadu should produce the true copies of the birth certificate of the parent, Ration Card, SSLC / HSC / Degree certificate, Community Certificate. In case of illiterate parents, No Graduation Certificate for parents should be obtained from the Revenue Authority.
For management Quota and NRI Quota seats, nativity does not apply.

Apart from the communal reservation, all reservation categories are also eligible for open competition as per rank.
For BC/BCM/MBC, community certificate should be obtained from Headquarters Deputy Tahsildar / Zonal Deputy Tahsildar / Deputy Tahsildar.
For SC/SCA, community certificate should be obtained from Tahsildar of Native Taluk of the applicant.
For ST, it should be obtained from Revenue Divisional Officer of the applicant’s place or Sub-Collector of their Districts (for Chennai, it should be P.A General to Collector of Chennai).
Ex-serviceman – 10 seats
Eminent Sportsperson – 7 seats
Bench Mark Disabilities – 5% of Seats in government medical colleges are reserved. As per 2019, there are 122 MBBS seats reserved for PH candidates. – Eligible Candidates disability should be between 40-80%.
MBBS Seat Matrix – Tamil Nadu State
Tamil Nadu State has 23 medical colleges run by state government, 3 government aided colleges (namely IRT Perundurai, Raja Muthiah Medical College and ESI Chennai Medical College) and 12 self-financed private medical colleges.
The Government Quota Seat Distribution in self-financing medical colleges are 65:35 in case of non minority institution and 50:50 in case of minority institution. 15% of the MBBS Seats in self-financing colleges are reserved for NRI candidates.
Proposed Medical Colleges and Increase of MBBS seats for 2020:
Kanyakumari will have additional 50 seats. Coimbatore medical college had asked permission to MCI to increase 100 seats .The state has given No Objection Certificate to 3 self-financing medical colleges namely Priyadarshini Medical College, Bharath Medical College and Panimalar Medical college with 150 seats each. Panimalar medical college has been approved by MCI and the other two private medical colleges are in the process of getting the approval. MBBS Seats in two deemed universities namely Saveetha and Meenakshi has got permission from MCI to increase seats from 150 to 250 for 2020 admission season.
Six New medical colleges are planned to be setup in Dindigul, Namakkal, Ramanathapuram, Virudhunagar, the Nilgiris and Tiruppur districts. Apart from the above, Tamilnadu State government applied for seeking permission to establish 3 more medical colleges in Krishnagiri, Nagapattinam and Tiruvallur districts.
The candidates should attach only photocopies of the following certificates along with the printout of the filled in application form using A4 size cloth lined cover. Do not send originals along with the application form.

H.S.C / CBSE Mark sheet (both sides)
Certificate for proof of study from VI std. to XII std.
Nativity certificate for the candidates who have partly studied outside Tamil Nadu

Special Reservation Category Form ( Additional fee of Rs.100) with relevant certificates for Exservicemen, Eminent Sports Person or Persons with Benchmark Disabilities(if applicable).
You need to carry original certificate when you visit the counselling venue for first or second phase of counselling.
